I haven't seen any variations in any published analysis of 4... f5 where White's play or position resembles a King's Gambit.
Regarding 4 f3:
"Superficially this gives White's center a solid look; what can possibly go wrong now that the bishop on b7 has been blunted by this little pawn move? Well, loads! The shift of the f-pawn opens more diagonals: there is a check on h4 to bear in mind; White can also find himself embarrassed along the g1-a7 line; Black has a couple ways to upset White's center of which the most lively is . . . . 4...f5"

In fact it's Black who has ideas of sacrificing a pawn in these lines (following 5 exf5) for development and hopes of catching White's king in the center.. ---------
