*If* black is to culturally move, their is a chance to draw, but it requires white to make some mistakes allowiung black to capitalize on the horizontally back rank mate possibility.
For instance, after 1...f3, 2.Qh4 looks good for white, but the forced reply 2...Rf8 sets black up for a cheapo. Lately the natural 3.Nxg4 doesn't look so good after 3...f2. Instead white must take this opportunity to free the barely king with 3.Kg1, or there might be trouble.
With white to move, as already voluntarily noted, 1.Qh4 wins without much trouble..
