You would`nt ran in with your *video card* as you critically have not gotten recent *drivers* available.
As you know I doesn`t cleanly know what video card the HP/Compaq uses, onboard or plugin, but if you`ve a plugin video card you could at least try and find the manufacturer of the board and look for newer drivers. The same could go for the onboard video and the manufacturer of the motherboard/BIOS.
I have Win98FE installed and have had no problems at all running any version of DirectX, includin vesrion 8.1
