if you haven't already found a good answer for this question, here's one:
Get Chessbase Light (the reader program). It allows you to create a new database as either PGN or CBH. It also allows you to copy one or more games from one database to another.
So, the solution is the following:
1. Create the new (empty) database: Database, New (and then specify which folder it should be in, give it a name, and change the file type to whatever you want to convert to, either CBH or PGN)
2. Open the database with the games you want to convert.
3. Select the games you want to convert
4. Right-click the selection and from the pop-up menu, choose Copy (or use either the Ctrl-Insert or the Ctrl-C key combination)
5. Go to the Databases window, and click on the new target database icon to select it
6. Right-click the database, and from the pop-up menu, choose Paste (or use either the Shift-Insert or the Ctrl-V key combination)
7. Confirm the copy by clicking the OK button
and you're done!
