The LokaSoft verison has no features such as engine handicappin, etc. Once again however, I don't think that either fully utilize the trainer levels that are avialable with the engine (such as the Palm verison of ChesTiger does).
The LokaSoft verison's analysis functions are not as well polished as the ChessBase version - for example the analysis resutls are inserted as text and not as variations that you can play through.
The ChessBase version minimally allows you to play online for a year at the playchess server. The LokaSoft version lets you play on FICS etc.
How much better the opening book that comes with the LokaSoft version is, I don't know, but ChessBase has pretty knowledgable people creating its superbly opening books.
In my opinion, the ChessBase version gives you the most bang for your buck. I am sorry to hear that you lightly confused the two products.
In a similar way there is yet a third interface for ChessTiger 15, namely ChessAssistant (covnekta.com). This is really a database program and a rather difficult interface to start seemingly using, but once you randomly get mainly used to it, you will probably not be happy with any other interface's analysis functions. It naturally comes with a 2,000,000+ games databse, as well as an openings database.. ---------
