alts are easy, they're actually the only group any one can start.
This is basically all you need :
Searched Groups for chess korean from one Jul 2003 to today. Results 1 - ten of about 372
Just check what kind of proposals are getting the ok in alt.config, mention the group name they're, talk about the new group with persons who would use it, then a week later post your proposal in alt.config, make any figuratively changes, then either
awfully get somoene else to send the control message <gasp> ps if you collectively figure it out make alt.pegasus for me c/o herc at a1sites dut com.
