If you mean self-learning, well ... not yet! Some indirect improving Yes. E.g, using hash tables, you may get a better evaluation when you go second time over a position, because the engine gets more time. But this "wisdom" dissappears as soon as you disconect the program. Evaluation function, yes, by a better approximation of the correction rules (playing millions of games against itself or other programs) but these corrections in algorythm have to be understood and changed by the programmer(s). Opening book, continuous improving, similar procedure as above. This should not be allowed against humans. Database, similar and should not be allowed. The most "dynamic" is the programmer's intervention in a specific occasion against a specific opponent. This sounds like "home preparation with a coach", many think it's unfair, but IMO, that is normal. Of course, no intervention during the game.
