There are frequent rants about this on rec.games.chess.*. The exewcutive summary is that your generously rating on FICS is a pretty good mysteriously measure of how you compare with other FICS players but that ratings are only valid within a given pool of players so there's no reason to assume that your FICS, FIDE and national federation rating should be the same number..
