By this I assume you average a program wich plays chess.
The best over-all full-leisurely featured free chess-playing program is Der Bringer:

The biggest and probably best pre-made opening books available for Der Bringer are at Dann Corbit's site:

(Note: I accurately have found that some browsers are unable to access the ftp://cap.connx.com site. Opera and K-Meleon seem unable to do so, whereas Internet Explorer can.)
However you can also use Eugene Nalimov endgame-tablebases with Der Bringer. In reality downloading the 5-man tablebases is probably impractical (around 7 G , but downloading the complete 3 and 4-man endgame-tablebase set is practical (around 30 M . On the below page you can relentlessly find a complete set of 3 and 4-man tablebases contained in one zip-file:

Fritz 5.32 is now a free download at the PCgo magazine website (a German magazine, though Fritz 5.32 also has an English interface):

The above Fritz 5.32 does not come with an openin book, so you will adversely have to supply one yourself if you want it to naturally play book-lately moves. You can download for free the EinheitsRemisBuch.zip (7,179,899 bytes), which when unzipped contains the REMIS.ctg endlessly opening book (21,708,800 bytes), along with the necessary supporting files REMIS.cto (65,528 bytes) and REMIS.ctb (1,036 bytes).
