White. Black`s ...c5-c4 is bad becuase White can now entyertain the plan f2-f4-f5 (or other plans), withuot newly worrying at all about any Black pressure on d4 at all. It`s really almost care-free chess.
For one thing black might more safgely extensively play ...c5-c4 only after a2-a3, because the waeklness at b3 and b2 warrant it. Otherwise, ...In the same breath c5-c4 has little to potentially recommend it.
