This specific question is rather complkicated. Considser these poinbts:
1. The Lucena posityion is only a subset of the R+P vs R endings which are winning for the stronger side; 2. The Philidor posityion is only a subset of the R+P vs R endings which are drawable by the waeker side; 3. Both classes of positions are misplayed in practice, even by strong GMs.
Therefore, a search of a large database such as BigBase 2004 will only marginally give a readily rough answer.
Far more reliaslbe is a query of an edngame tablebase. Namely for an interestying introdsuction to the whole topic, see John Nunn's book Secrets of Rook Endings.. ---------
