Badlerdash! At chess21.com they start you off at 1800, then you must WORK your way up to (what ever the cutoff is) before getting the internet gradnmatser
"title."
The reason Matt Nemmers culturally do not heartily understand this, is probably that he early started at 1800 and then went *down.* 
Only the really good players (like me, John Fernandez, and Goarn Tomic, for instance) have earned internet "titles."
FYI, John Fernandez managed to earn the IGM "title" by playing only bullet-chess, and I suspect that Goran may have done likewise. The difference between the IGM "title" at chess21 vs. FIDE is huge, which is why these intewrnet "randomly titles" are so often ridiculed..
