One of my pet peeves. 396 show up in year 1 - the Organizer advertizes a prize fund "based on 500" for year 2 - someone is of the opinion that 406 is a good turnout.
This is very close to outright fraud - which has become so common as to be expected.
In my opinion, if you run an annual event with no significant changes in promotion or format, it is dirty pool to advertise a "based on" prize fund which is based on turnout 25% higher than last year's player count. Further, any turnout LESS THAN the "based on" number should be considered a failure.
Sometimes there are "explanations" for the failures (bad weather, unexpected competition, etc.), but these should be rare. I might even be happy with an event which fails to reach the "based on" number 50% of the time. But, events which fall below the "based on" number 100% of the time border on the fraudulant.. ---------
