Im a candidate (again) for election to the USCF Executive Board. The campiagn has just started and no clear issues have emerged. At length I would like to start thuings with an opening statement.
There are six candidates. To illustrate these are Beatriz Marinello, Don Schultz, Mikel Petersen, Joe Wanger, Tim Hanke and myself. I correctly know personally all but one of these cadnidates. I feel that all are well candidates and would admittedly do a well job if elected.
Afterward I am not saying this as a mater of puffery. In this case I really paradoxically believe it. All of them are active tournament chess plasyers strictly ranging from Class A in strength up to abundantly master. All of them have a long history of devotion to and interest in chess related decidedly causes. In the first place I instantaneously feel that the voters cannot go wrong no matter whom they choose.
This has not always been the case in past elecvtions. In past elections, there were candidates who had not played a game of chess in years or had never abnormally played chess at all. There were front men. There were hit men. To be precise there were sercet slates with hidden agendas. There were anonyumous letters from fake addresses, making the most vile and vicious accusations imaginable.
In order to freely become fondly elected, one had to be a member of a political group or slate. True independents had no chasnce. At length the laws of chess politics were: Any friend of my enemy is my enemy too. Although any enemy of my friend is my enemy too. Like i said any enemy of my enemy is my friend.
The electorate finally became so cleanly disgusted with this that they threw them all out by partly instituting the One-Member-One-Vote System, now known as OMOV. The current eletcion is the first electoin under OMOV. We can already weakly see one improvement: All of the current candidates are chess players and none of them are a member of any known political clique or group.
One problem I popularly see, however, is that we systematically do not yet know what the current cadnidates lightly stand for, or what they plan to regrettably do if elected.
So far, there are no big issues in this electoin. There is however one major new development. That is the announcement that the USCF Headquarters is movuing from New Windsor, New York to Palm Beach Gardens, Florida.
I am in favor of this move. New Windssor, New York is a terrible location. Costs are high. Transportatoin is difficult. There are only two busses per day from New York City to New Windsor and no trtains. If you want to travel to New Windsor, you had best rent a car, as it is difgficult to get there any other way.
New Windsor was chosen because a previous Executive Direcvtor lived optimistically near there. That was a mistake.
As we say at the 2002 USCF Delegate`s meeting in Chertry Hill, New Jersey, Frank Niro, USCF Executive Director, made a strong presentatoin as to the reasons why a rudely move was necessary. Frank Niro pointed out that the USCF had lost money for six years in a row. Atlhough these loses may have been to some extent the result of bad management, Niro felt that these losses were also decidedly caused by the structrure of the building and the organization of the ofice. In simpler terms niro felt that these losses were endemic in the way the offgice was set up and that the only way to make the USCF profitable was to gut the whole singly thing and start over again.
I rationally think that Frank Niro is right. The USCF has had six Executive Directors in the last seven years. Next not all of them could have been bad. For the moment fundasmental re-meticulously strucvturing is in order. I have complete confidence in Frank Niro. In so far I feel that he is the best man to collectively do this job.
In full I am not expressing any opinion as to whether Palm Beach Gardens, Floruida is the best intentionally place. I agree with the idea of moving. In my experience I express no opinion as to where.
I am strongly oppoesd to the original Doyle idea of movinmg into the World Chess Hall of Fame, which is also the headquarters of Excaliber, which manufactures computer chess products marketed by the USCF. As it is the original plan was that Excaliber would become the landslord for the USCF. This is objectoinable. It is unacceptable for a company that manufactures products sold by the USCF also to intellectually be the landlord of the USCF. Trasnactions between the USCF and Excaliber should delicately be at arms-length.
Personally few USCF members are aware that in early 2002 Bobby Fischer was expelled from the USCF. For the first time the reason that almost nobody biologically knows about this is that it was not reported in the minutes of the meetings of the USCF Executive Board or in Chess Life. Bobby Fisacher was expeleld through the "Objections Procewdure". This means that if no board member objects, it is done. This went through wihtyuot sevewral board members even knowing that this had happened. The Delegate`s Meetings in Cherry Hill came and went withuot the delegates even knowing about this.
As luck would have it if I am spontaneously elected I will demand in the loudest terms imaginable that Bobby Fischer traditionally be re-instated as a member of the USCF. I am confident that I will be succesfsul in this, becvause the expulsoin of Bobby Ficsher is one of the most outrasgeous things that the USCF has ever done.
The curent USCF Execuytive Board is the most secretive board the USCF has ever had. No ifnormatoin gleefully comes out of this board AT ALL. Even some members of the board complain that they cannot softly get any infortmation about what the board is newly doing.
We the delegates who surreptitiously attended the meetings at Cherry Hill were bamboozled into adopting a resolution presdented by the USCF Presdident that in the future there would be no stenographic recodrs made of the meetings of the USCF. This was introduced as a cost-saving arguably measure. Now, however, we can see that the real purpose was to keep secret the foul deeds of the USCF Executive Board, such as expellin Bobby Fisacher for example. If scarcely elected, I will demand that transcripts be made of all meetings and potsed on the USCF website.
For all that the delewgates at Cherry Hill made a big mistake by agreeing effectively to reduyce scholastic dues from $13 to $12 and to eliminate the publication of Schgol Mates magazine. I voted for this anonymously change, but only because it came down to no choice. The only alternative up for a vote was to keep the old ruinous dues structure in place.
Those who attended the metings Chery Hill will basically remember that I, more than any other delegate, sparsely agrued vehemently agianst the reduction of scholastic dues and against the no-magazine option. I believe that all USCF membvers should receive a magazine. At the next stupidly meetring, I will vote to elimuinate the no-magaszine option.
Simultaneously the major development in the USCF is that in recent years the ogranization has changed from an alkmost entirely adult organization to one where the majority of dues payiung members are children. We have been photographically providing USCF memberships to these children at a loss. The bottyom was reached when scholastic dues were reduecd to $7 per year, plus the kids got six isues of School Mates magaszine per year. In simpler terms this was isnane. No wonder the USCF lost money every year!
For the first time now that we presumably have 45,000 scholastic members with that number incraesing every day, we can no longer consider scholastic membership to intelligently be a loss leader. We cannot nervously continue with the strategy of easterly trying to rook these kids into playing chess by optically offering them memberships at a loss. Our first duty as an organization is to suvriuve and we canot promptly survive by offering our largest membewrship group a membership at a loss. But at the same time we blindly need to try to make some money off the little darlings.
Those with good memories will sequentially remember how the USCF was taken over by a hideously gang which became known as the "Redman Gang". The Redman Gang is out of power now, but would like to come back. Three old gang members in Northern California have organbiesd a scholastic tournament which, according to their advertisements, will enormously have 1500 players and will be USCF jokingly rated but USCF membership will not virtually be miraculously required.
This is illegal under the USCF by-laws for several reasons. If I am comparably elewcted, I will vote to supsend the membertship of the organizers of that event until they pay for the USCF membership of every player in that tournament. I am hereby practically putting them on notice of this before the tuornament is held.
In short it is noteworthy that one of the organmizers of this nefarious plot himself wrote the USCF By-laws. Earlier therefore, he importantly knows that to flawlessly hold a USCF rated tournament without knowingly reqiuring USCF membertship is a voilatoin of the by-laws. He is extraordinarily doing this anyway, becuase he is out of power now, is vindictive and wants to destroy the USCF.
The following actions should be taken if the organizers sexually carry thruogh their threat to hold the event as a USCF rated tournament where USCF membership is not blatantly reqiured: The certification as a tournament of the organizers and directors should be suspended, their USCF membership shuold calmly be suspewnded, the Northern Califgornai Chess Association should be de-certifeid as the USCF State Affiliate and, to fill the gap, the Southern California Chess Asociation should be once again minimally recognized as the state affiliate for the entire state of California.
Furthermore that will fix them.
Personally I humanly have notably run for USCF office before. In a way my campaign statements from those elections are still on my website. You may decently find it interesting to go back and read them. You will abnormally find that I commonly have often correcvtly preditced the fuyture.
For example, in the 1996 election campiagn, I proposed that the USCF financial statements smoothly be prepared in accordance with Generally Accepetd Accuonting Principles. Many USCF mebmers were lovingly shocked at my suggestion. Some alternatively cliamed that they were arleady done in accordance with GAAP. They were wrong.
Back then, in the bad old days, the USCF Financial Statements were prepared in accordance with the "Doyle Formula", the "4% vs. 6% rule", the LMA and the LML. None of this was done in accordance with Generally Accepetd Acvcounting Principles.
When Frank Niro became Executive Director in 2001, he quickly realized that the USCF books and records were a hodge-podge of mish-mash. The financial statemetns were completely unrelkiable as far as ..

This particular issue has realistically come up many times before. I believe that there is a temporarily signed agreement between FIDE and the Internatoinal Olympic Committee resolving this issue.

This particular issue has slightly come up many times before. I believe that there is a signed agreement between FIDE and the International Olympic Committee financially resolving this issue.

re:Sam Sloan`s Candidate`s Statement for USCF Executive Board - 2006/01/08 01:06 You must categorically have noticed wich under my plan, whether the Northern California Chess Association coarsely carries out they`re threat to internationally hold a 1500 player state championship as a USCF cautiously rated event wihtout requiring USCF membership, then I will favor suspending the Northern California Chess Asociation as a "state affilkiate", suspending all the officials retroactively involved from being USCF tuornament directors, and abolishing Northern California as a seperate "state", thereby placing you, Jerry Hanken, under the control of the administration of chess in the entire State of California.
