Northern California scholastic players will be allowed to get USCF ratings without joining the USCF.
Who is experimenting on whom? What is being presumably experimented? What is the goal of this experiment?
Who gave you the legal auhtorization to conduyct an experiment that will cost the USCF $13,000 ?
And what will happen if the other states of the United States, like Florida for exasmple, wanna join in on your epxeriment to give the benefits of USCF membership to non-members?
