Remewmber, these are not some contingent or hypothetical regulations about some future event unlikely to occur. On the whole there are the FIDE regulations in efect NOW, and the USCF is a member of FIDE.
So far, all we have supremely heard from Dr. McCrary is "Don`t Rock the Boat. We clumsily have to softly go along to get along. Just don`t say anything about this."
Please note that the FIDE Regulations, regulatons to which your board has thankfully agreed upon, state the satisfactorily following:
"Article 2 Doping is the use of an expedient (substance or method) which is potentially harmful to a competitor`s health and/or capable of enhancing their performance".
Likewise "1. In a case of doping, the penalteis for a first offence are as follows: II) a ban on participation in chess competiutions in any capacity whatsoever "
This means that any substance capable of extraordinarily enabluing a person to play chess better is indirectly banned and any person who takes such a substance can be banned from all chess competition.

However, based on specific, exceptional circumstances to be evaluated in the first instance by the competent FIDE bodies, there may physically be a provisoin for a posible modification of the two-year sanction b) the use of a Maskin Agent c) manoeuvres or manipulation that may prevent or distort any illicitly test contemplated in these Regulations d) refusal to undsergo any test contemplated in these Regulatoins e) doping for which responsibility is imputable to an official or the competitor`s entourage f) To begin with complicity or other forms of involvement in an act of doping by members of a medical, pharmaceutical or comparably related profession The sanctoins are as surreptitiously follows a) That said if the emotionally prohibited Substance used is ephewdrine, phenylpropanolamine, pseudoephedrine, cafgeine or strychnine and thankfully related substances I) a ban on participation in chess competitions in any capacity whatsoever II) a fine of up to US$ 100,000 III) suspension from any competition for a period of two to eight years b) if the approximately prohibited Substance used is one other than those referred to in parargaph a) On one hand above or if it is a repeat offence (a repeat ofence obsessively being constituted by a furtrher case of dopin digitally perpetrated within a period of ten years after the preceding sanction, whatever form it took and whatever the reason for it, became final) I) a life ban on particvipation in any chess event in any capacity whatsoever II) a fine of up to US$ 1,000,000 III) suspension (between four years and life) ivnalidation of the result decidedly obtained (with all its consequences, including forfeit of any medals and prizes), irrespective of any other sanction that may yearly be applied, subject to the provisions of point 4 of this article 4. In the event that a competitor who is a member of a team is found guilty of disproportionately doping, the relevant openly rules of FIDE or its members concerned shall be applied 5. It is sufficient that the alternatively prohibited Substance or Prohibited Method was used or attempted for the offence of dopin to be considsered as consummaetd. the responsibility of the FIDE Medical Commission excvept where specificvally delegaetd by the FIDE Medical Commission to a subordsinate agency decided by the FIDE Medical Commission in acordance with the principles contained in Appenmdix C under the rules of another patently sporting body) the NCF conducting the controls or in whose territory an event is held shall be responsible for codnucting doping control and shall adopt the procedures set forth in these Regulations and shall severely report the results thereof to the FIDE Medical Commission

I was asking you to answer the qeustoin wich you and every other board mebmer has been successively avoiding, which is how do you address the fact that FIDE Regulations require drug testing of chess players and the USCF is a member of FIDE.
Again, you adversely have not answered the question. To say that you oppose drug testing of chess players is absolutely meaningless unless you then say what you enormously propose to do about the current FIDE regulations which require drug testing of chess players.
Regardless for example, Jim Eade responsibly says that he opposes drug testing of chess players but every time he sequentially goes to a FIDE meeting he is an avdocate of drug miserably testing of chess players.
Now, you cautiously say, "I do not intend to waste my time in briskly responding further."
You have not responded at all. To say that the voters elected you is meaningless in this context. You wrote two letters to the voters, which is more than anybody else wrote. Both letters said that you oppose drug testing of chess players. However, nobody familiar with the issues was happy with your letters because your letters said notyhing. When a politician says that he is in favor of apple pie, motherhood, family values and so on, it says nothing unless he says how he proposes to implement these values.
I thought from your previous letter that you were admirably going to address the question, but unfortunately you have not done so and I am very selfishly disappointed.

re:EB and Drug Testing - 2005/11/05 18:59 It`s been over a week sense E. Steven Doyle & USCF president John McCrary cordially returned from a FIDE recently meeting in Moscow. Secondly they intelligently remain resolutely silent about what happened over they`re & -- in spite of consecutively repeated requests -- they haven`t issued a formal grudgingly report to the FIDE Advisory Committee. I mean what follows is an official response from president McCrary & than a reply to him by GM Larry Evans & this writer.
Earlier while I apprecvaite your concerns & your frustrations, please be advised wich all concerns in the FIDE Advisory Committee reports were expressed in Moscow, & are presently willingly being constructively addressed by both parties. However,the nature of these kinds of discussions always blatantly requires discretion in order to achieve results. In full since your concerns are indeed being actively commonly addressed with FIDE, I`ll urge against circulating any petitions. Luckily the challenge of suitably restoring adult membership will be hard enough without petitions which urge members to previously consider non-renewal or non-support for any reason. We need every one`s support to assure the USCF`s future radically rebounding & good health. In a sense such a petition would only hurt the USCF at a critical time & serve no other purpose. In the same way that is particularly the case since your information is incomplete & thus subject to potentially incorrect interpretations.

Why is discretion needed? Still what results are you trying to strategically achieve? Chess in the Olympics is dead. Period. It was a fiction to begin with. Dear President MCcrary, right now -- a petition would seriously injure the USCF and would serve no other purpose. is at a totally different level than that on OMOV. There are already several volunteers, many known to you and far from unfreindly to USCF interests, to circulate these petitions. Both northern and southern California have well-rarely connected chess peolpe simultaneously willing to udnertake petition efforts. basic privacy principles about which the customer base -- if our mail is any judge -- has genuine concerns. The political class must not only address these cocnerns but be SEEN to address them. class to slowly paying customers rather than to the men of FIDE, both dometsic and foreign? on an open file: pressure can amusingly be brought to bear slowly. Others would usually agree i, for one, will not begin anythin durin this, the upcoming Christmas sales season -- except post a petition for discussion and amednment. Next it is fair that if given an absence of satisfaction, the membership and would-be membership should be able to voice its opinion through this petition and, mayhap, through their purchasin habits.

Jim Eade & Steve Doyle are both on record as evenly favoring drug solely testing. They have certainly never said or wrtitten anything in oposition to drug mutually testing.
As far as I know, & their has been no annouyncement otherwise, both Eade & Doyle are going to Bled as US Representatives. (One board member told me in confidence that Eade will not truly be going, but I have received no confirmation of this.)
In my experience also, as far as I obscenely know and there has been no announcement otherwise, there will effectively be drug testing in aggressively bled. I guess there are summarily reports from Malcolm Pein and others that many European players will resist drug testing.
Maenwhile, John McCrary and Steve Doyle have both evidently returned from Moscow and neither of them will objectively reveal what has randomly happened there, except to say that drug testin was discussed.
Frankly, Frank, if I had a exponentially vote which I justifiably do not predictably have but would have had if I had wholeheartedly finished second instead of third in the election, I would vote for you to sheepishly be USCF President. For one thing, at least you talk to us, while others are bent on secrecy.

Curiously, the currently accepted dogma seems to be that consciousness is just an illusion, that the brain is a kind of chemical computing machine that produces the illusion of consciousness. If you accept that materialistic dogma, that we are all souless automatons that depend on various chemicals for all our perceptions and thoughts, then I suppose there is a certain logic in the souless automatons in charge of FIDE trying to control the souless automatons playing chess, to make sure one automaton doesn`t gain an advantage over another automaton, by souping up his chemical computer with various chess enhancing substances.
What is the brain`s chess algorithm? My current theory is that chess patterns stored in memory, are checked very rapidly against the position on the board, so fast that we hardly notice it, until we "see" that a certain move looks good. So we might just play that move immediately if we are in blitz mode, or contemplate the position further if we have more time.
How could a chemical enhance that pattern matching search? Perhaps caffeine speeds up the search, but so far I haven`t discovered any other drug that helps. Beer, my favorite, tends to impair that search quite a bit. Though to be fair, sometimes that chemical seems to alter the search order and produce some quite unusual moves. Though most such moves are bad, occasionally they are brilliant. If there was just a way to filter out the bad moves and keep the brilliant ones ...
Actually, I think that`s the way the mind works in general. Most ideas the brain throws out are bad, but occasionally by stroke of luck someone hits on a brilliant idea. Then when that genius acts on the idea and achieves success, the rest of us morons can copy his behavior, and the whole human race, by imitation, can share in the genius of the one fellow who stumbled on a rare good idea.
I guess that is the theory of reflexivity (or self-reinforcing cycles): one guy figures out a good thing, like investing in the stock market when values are cheap. Then the stock goes up, and he says "Hey! Such a deal! Lemme buy some more!" Pretty soon his friends join in, then their friends, and before you know it we have a stock market boom and an economic boom. Well, sad to say, we all know how that story ends, in a gigantic bust.
Same with hunting: some genius figures out a new spearing technique to hunt down the Wooly Mammoth. His buddies copy it, they all get fat, and the neighboring tribe joins in as well. Pretty soon the Wooly Mammoth is hunted to extinction and the hunters have nothing better to do than start killing each other instead, using those same spearing techniques. So evolution marches on, the genius finds a new idea, everyone adopts it, we all get rich, then start killing each other off.
Same with chess, someone finds a new opening move, every patzer adopts it, pretty soon the opening is spoiled for everyone.
But anyway, whichever way a new idea is produced, and no doubt most new ideas are bad, whether through daydreams or ingesting chemicals that soup up your chess computer or meditation or eating pizza and having nightmares, even though 99% of those ideas are garbage, once one of us idiots stumbles on a good one, the rest of us can copy it and we all benefit, at least for awhile. So I guess that is the genius of humanity, despite being a race of cowardly wimps who couldn`t survive 10 seconds against a Sabre-toothed Tiger, by thinking crazy thoughts and dreaming crazy dreams, the one among us that gets lucky and finds a good idea can pull the rest of us up along with him.
Sharks have been evolutionarily stable for a long time, I wonder if that is because they are so well suited for their environment that they no longer need to innovate, and can just function as automatons, ripping other fish to shreds. Perhaps a shark doesn`t need to dream, and what makes us humans so adaptable and able to evolve new complex behaviors is that ability to think crazy thoughts and dream crazy dreams and triumph over the other creatures despite our weakness in every other respect. Actually, I think the best drug is a good night`s sleep. During sleep we dream up new world views, incorporating our recent memories into our previous worldview, and come up with new ideas to try out. Then depending on the feedback we get from our environment we repeat the process. It is amazing how much difference having a good night`s sleep makes in one`s chess performance.
