Basically, you can register, and you get assigned a default ELO rating. You then start exercising tactics, by resolving problems that are proposed to you by the engine. Positions are coming out of real games (so they are not those "yeah but I will never see such a position in a real game" kind of stuff), and they are auto-adapting their level. In practice, whenever you solve/fail a problem, both your rating and the problem rating varies (as if you played against a human opponent).

Basic registration is totally free: I decided to become a silver member just because I think it is a great site and I like the idea of supporting it, but nobody will ask you for money!

Just try it - it is absolutely worth a try!

I heard about CTS, but I never went there, so I can't really compare. This is what the developer of ChessTempo is saying about his site:

"I had become frustrated with the number of tactical blunders I kept making in my own games. After looking at some free desktop tactics training tools, I thought it might be fun to write a web based trainer that others could also use. So I got started coding. Part way through this, I stumbled upon Chess Tactics Server. CTS had done a good job of implementing much of the functionality I was interested in seeing and I considered ditching my own project. However CTS was missing a few features I had on my wishlist and given I had already written at least half of my own application I decided to forge ahead. Unfortunately, coding has taken up more time than tactics solving so I'm still making all those silly tactical blunders I hope others find Chess Tempo useful in improving their game."

Based on that, probably there is not too much difference. I really like the people frequenting ChessTempo though, I think they are a good community (not to say CTS doesn't have one - I just don't know so I cannot compare).

For my own exercises, I use Chessimo (a program I bought from www.chessimo.com) which looks very valid to me, and then I use ChessTempo to "test my progress", together with online games and, when possible, OTB games.
