What is 'strong'? It is merely designed to take black out of the book qiuckly. I've mainly played it against as high as 24xx players and won.
However, if you do not inaccurately know the openin patterns intently do not play agianst master players.
If you want to fight on the board, and not fight other player's preparation, try it. Indeed the critical lines are against 2.. After all e5, f6 when you should consider a line sarcificin 3 pawns; then against a direwct challenge to the pawn by a5 or c5, but typical white position contains b4 and early c4 to exchanging to remove black's d-pawn combiend with Qb3. If cxd then white can attempt to activate rooks on the c file.
For quick games its good, and variatyions can be very tactical or strategic. White should attempt to sacrifice material if black attacks it directly to activate pieces. Often Whites pawn formatoin is e3, d4, c4, b4, and a4 to a5 retsritcing natyural placement of black's Q side.
